
Our Projects
Globally MarVAL works with all the major international development partners, including the World Bank, Asian Development Bank, UN Agencies (UN Women, Green Climate Fund, UNDP, UNICEF, UNFPA), the Australian Department of Foreign Affairs and Trade and the New Zealand Ministry of Foreign Affairs and Trade, and international and regional organisations (the Pacific Community, the Pacific Island Leaders Forum and Save the Children). We have successfully delivered over 30 contracted programs for international development partners over the last four years.
Our work in:
climate change and disaster risk resilience
We have worked as team members and leads on multiple climate change and disaster risk resilience programs. From evaluating adaptive fishing and farming practices to reviewing regional frameworks, MarVAL has built up a strong team of both technical and evaluative specialists. Specific examples of work are in:
the 2023 mid-term review of the Framework for Resilient Development across the Pacific through the Pacific Islands Forum
the 2022 evaluation of the Lifestyle Changes and Climate Resilience (LCCR) in the Palau through SPC (EU)
the team evaluating the 2017–2018 evaluation of the Pacific Fisheries Training Programme in the Solomon Islands through MFAT.
Education
In 2022 and 2023 Mardi led a small team to design the Asian Development Bank program for the Solomon Islands Ministry of Education and Human Resource Development (MEHRD), which was worth over USD45million. This work was developed to support marginalised populations and schools across all nine provinces with improvements in quality of education through curriculum and teacher professional development, access to education through innovative and inclusive infrastructure and management of education through policy and professional development of leaders.
As key consultant, Mardi has worked in inline procurement positions in the MEHRD and Solomon Water in the Solomon Islands between 2014 and 2018. This included oversight of DFAT and MFAT funded procurements, developing policies and procurement manuals, capacity building and leading complex procurement activities. In 2020/21 Mardi remotely supported the Government of Malawi and DFID and the German Development Bank in procurement work associated with a Social Cash Transfer Program.
Public Financial Management (PFM) and governance
MarVAL has multiple specialists on the team who are qualified in business and finance. Coupled with experience in the areas mentioned here, we have successfully delivered PFM support to governments across the Pacific. Examples are: (i) reviewing the Samoan Civil Society Support (grant) Program in 2021; (ii) the evaluative work done to deliver the ‘sustainable and inclusive economic development’ outcome assessment in the UNDP Pacific Sub-Regional Strategic Review in 2021/22; (iii) the procurement expert advice for the Ministry of Finance and Economic Management in Vanuatu (2022/23); and (iv) as monitoring and evaluation advisors for a PFM and governance program for DFAT across Small Island Developing States (SIDS) in the Pacific (2023/24).
health
MarVAL has delivered multiple monitoring and evaluation pieces of work including in Primary Health Care and on multiple Sexual and Reproductive Health (SRH) programs. Mardi contributed as an evaluation specialist for a World Bank Primary Health Care review, which utilised Most Significant Change and impact assessment methodologies in Asia and Africa (2022/23).
The SRH work has been varied. Examples include:
a PNG evaluation in 2022, reviewing the relevance, effectiveness, sustainability and operations of the program, and the extent to which the needs of key populations were addressed
the development of a monitoring and evaluation plan and a data framework for 6 projects across 22 countries in the Asia-Pacific region (2021/22).
Gender equality and disability inclusion
MarVAL is experienced in designing, implementing, monitoring and evaluating gender equality, disability, social inclusion (GEDSI) and human rights-based development interventions. GEDSI work, including that in programs seeking to end violence against women and girls (EVAWG) has been extensive. Our consultancy network includes multiple technical specialists and as such we have been able to successfully deliver Human Rights and EVAWG programs across the Pacific (2020/21) including for UN Agencies. Other examples of GEDSI work are MarVAL’s review of the UN Women’s, Women Make the Change program in PNG in 2023 and in the support of UNDP as monitoring and evaluation advisor for the Spotlight Initiative in 2021/22, also in PNG.
In 2021, in Nauru and the Solomon Islands, our team developed a unique tool to test the inclusivity of a health program’s design and implementation, considering multiple dimensions for inclusivity of entry points for care (communication and information barriers), access to care (institutional and structural barriers, affordability, service locations, safety and privacy), consideration of attitudinal barriers and social norms, implementation capacity and monitoring and evaluation.
The team has also worked to review women’s economic empowerment programs in multiple countries including where this intersects with climate change adaptation.
Law and Justice
Our network includes lawyers and contract specialists who have worked across the globe on law and justice programs. We have successfully delivered monitoring and evaluation assistance for law and justice programs across the Pacific including in the Solomon Islands.
